Manipur Chief Secretary Puneet Kumar Goel May Get Six-Month Extension

Puneet Kumar Goel, Chief Secretary of Manipur and a 1991-batch IAS officer of the AGMUT cadre, is likely to be granted a six-month extension beyond his scheduled retirement at the end of this month, according to sources familiar with the proposal under examination by the government.

The Chief Secretary is the senior-most civil servant in a state, coordinating between departments, the state cabinet and the Centre, and in Manipur's case operating within an administration still working through the aftermath of ethnic violence between Meitei and Kuki communities that began in May 2023. An extension for Goel would keep continuity at the top of a bureaucracy managing rehabilitation, security coordination and the restoration of normal governance in a state that spent months under President's Rule.

Goel took charge as Manipur's Chief Secretary on July 21, 2025, moving from an inter-cadre deputation out of his home AGMUT cadre after the Centre curtailed his central tenure to send him to Imphal. He succeeded Prashant Kumar Singh, a 1993-batch Manipur cadre officer who was then appointed Secretary of the National Commission for Scheduled Tribes. Before Manipur, Goel served as Chief Secretary of Goa, and earlier held roles as Chief Executive Officer of the Delhi Jal Board, Transport Commissioner of Delhi, and Commissioner of the South Delhi Municipal Corporation, giving him experience running large public utilities and municipal systems. An alumnus of IIT Kanpur and IIT Delhi with an MBA in Finance and a doctorate in renewable energy systems, Goel also holds an MS from the University of Southern California.

His outgoing post in Goa ended amid scrutiny over a land zone-change matter involving a property purchase, a detail that surfaced during his transition to Manipur but did not affect his onward appointment. In Manipur, alongside his Chief Secretary duties, Goel also holds additional charge as Chief Vigilance Commissioner of the state and Principal Resident Commissioner of Manipur Bhawan in New Delhi.

An extension for Goel would fit a broader pattern the Centre has followed in sensitive states, where retaining an incumbent Chief Secretary through a critical administrative phase is preferred over a fresh transition. Manipur's civil administration has seen several such continuity-focused decisions since 2023, given the scale of displacement and the slow pace of confidence-building between communities.

If the extension is cleared, Goel would continue beyond his August 31 superannuation date, with the exact duration and terms to be notified by the Ministry of Home Affairs, which oversees appointments in Union Territory cadres and states under central administrative attention. No formal order had been issued at the time of this report, with the matter still at the proposal stage within the government.

Should the extension come through, it would extend Goel's total time in Manipur to well over a year, a tenure long enough to see through several ongoing rehabilitation and resettlement schemes for families displaced by the 2023 violence. State officials familiar with the administration's thinking say continuity at the Chief Secretary level has been treated as a priority through the recovery phase, since a change in leadership at this stage would require a fresh officer to build familiarity with the state's district-level security and relief coordination structures from scratch.

Goel's tenure has also involved balancing routine governance functions, including coordination on the state budget and infrastructure projects, with the more sensitive task of managing relations between communities still recovering from the unrest. His technical background in power systems engineering, an unusual academic specialisation for a career administrator, has occasionally been cited within the state secretariat as useful in overseeing Manipur's electricity and infrastructure restoration work alongside his broader administrative responsibilities.
