Nine ICAS Officers of 2014 Batch Placed in Non-Functional Selection Grade of JAG

Nine officers of the Indian Civil Accounts Service from the 2014 batch have been placed in the Non-Functional Selection Grade of the Junior Administrative Grade with effect from January 1, 2027, according to the promotion order issued by the Office of the Controller General of Accounts.

The Non-Functional Selection Grade is a pay-scale upgrade available to Group A central services when an officer's batch-mates in the more prominent All India Services, such as the IAS, reach the equivalent Selection Grade level, ensuring service parity even where an officer has not been posted to a formal Selection Grade post. For ICAS officers, who administer the government's civil accounts function across ministries, this promotion typically comes with enhanced pay without necessarily changing the officer's current posting or duties.

The nine officers are Shakeel Maqbool, Controller of Accounts at the Ministry of Home Affairs' Jammu and Kashmir Police wing in Srinagar; Dr Maneesh Dwivedi, Controller of Accounts for the Department of Commerce and Ministry of Textiles in New Delhi; Deepti Jindal, Controller of Accounts at the Ministry of Health and Family Welfare; and Chandan Mittal, Deputy Controller General of Accounts in the Public Financial Management System division at the Office of the Controller General of Accounts.

The remaining officers named in the order are Md. Shahid Kamal Ansari, Controller of Accounts at the Ministry of External Affairs; Karthika J Kumar, Deputy Controller General of Accounts in the PFMS division; Navneet Kumar, currently on special duty to the Minister of Electronics and Information Technology on a co-terminus basis; Narinder Pal, Controller of Accounts at the Ministry of Home Affairs; and Poorva Meena, Controller of Accounts covering NITI Aayog and the Ministry of Statistics and Programme Implementation.

Controllers of Accounts occupy a structurally important position in India's public financial management architecture, responsible for pre-audit of ministry expenditure, pension disbursal, and increasingly for administering the PFMS platform that tracks direct benefit transfers across central schemes. The 2014 batch's elevation reflects roughly a decade of service, the typical timeframe at which ICAS officers become eligible for this pay-grade benchmarking exercise. The Indian Civil Accounts Service was carved out of the Indian Audit and Accounts Department in 1976 specifically to separate the government's accounting function from its audit function, a structural distinction that gives ICAS officers direct operational responsibility for actual expenditure processing rather than post-facto review.

The promotion does not, by itself, change any of the nine officers' current postings, though it places them on par with counterparts from other Group A services who have reached equivalent seniority benchmarks, a distinction that matters for future empanelment prospects at more senior accounts and finance postings across the central government.

The PFMS division, where two of the nine officers currently serve as Deputy Controllers General of Accounts, has taken on outsized importance in recent years as the government has pushed direct benefit transfers across an expanding range of welfare schemes, requiring real-time reconciliation of disbursals against beneficiary databases at a scale the accounts service did not handle a decade ago. Officers in ministry-specific Controller of Accounts roles, meanwhile, continue to certify expenditure against sanctioned budgets before releases are made, a gatekeeping function that remains central to the ICAS mandate even as digital payment infrastructure has automated much of the underlying transaction processing.

The order takes effect from January 1, 2027, as issued by the Office of the Controller General of Accounts under the Department of Expenditure, Ministry of Finance.
