V Jaya Chandra Bhanu Reddy Repatriated Prematurely to Tamil Nadu Cadre on Personal Grounds

The Competent Authority has approved the premature repatriation of V Jaya Chandra Bhanu Reddy, a 2011-batch IAS officer of the Tamil Nadu cadre serving as Director in the Department of Animal Husbandry and Dairying, to his parent cadre on personal grounds. The proposal was moved by the department itself.

The Department of Animal Husbandry and Dairying sits within the Ministry of Fisheries, Animal Husbandry and Dairying. It administers the Rashtriya Gokul Mission on indigenous breed development, the National Livestock Mission, the National Animal Disease Control Programme covering foot and mouth disease and brucellosis, and the Animal Husbandry Infrastructure Development Fund. It also handles the Livestock Census and the country's dairy cooperative interface. The department also runs the veterinary services support to states, the animal disease surveillance network, and the regulatory work on livestock imports and exports. Its schemes cover breed improvement through artificial insemination coverage, fodder development, and credit support to dairy and poultry enterprises through the infrastructure development fund.

Director level officers in the department run scheme desks, handling guidelines, state proposals, release of central share and the monitoring reports that track programme coverage. The work is heavily state-facing, since animal husbandry is a state subject and the department's schemes operate through state animal husbandry departments and livestock development boards.

Reddy belongs to the Tamil Nadu cadre, a state with a substantial livestock and poultry economy and one of the larger milk producing states in the south, with its own cooperative dairy federation and veterinary infrastructure. Officers returning from central deputation at the 2011 batch level typically take up district collectorate charges already behind them and move into secretariat or corporation postings in the state. Tamil Nadu operates a state dairy cooperative federation, veterinary university and a network of animal husbandry extension centres, and the state carries significant poultry production concentrated around Namakkal. Central schemes in the sector are implemented through those state institutions.

Premature repatriation on personal grounds is a distinct category from tenure curtailment sought by the borrowing ministry or the cadre authority. It is initiated on the officer's own request, usually for family, health or domestic reasons, and requires clearance because it cuts short a Central Staffing Scheme appointment that had been approved for a fixed period. The Central Staffing Scheme sets tenures of three to five years depending on the level, and officers are expected to complete them. Requests to leave early are considered individually, and the reasons recorded in the file are not published. Personal grounds as a category covers family circumstances, health and domestic obligations without further specification in the order.

The officer's return leaves a Director level vacancy at the department, which will be filled from the Central Staffing Scheme offer list through the standard Civil Services Board and Appointments Committee of the Cabinet route. Vacancies at Director and Deputy Secretary level in the central ministries have been running high enough for the Department of Personnel and Training to press state governments repeatedly to sponsor officers for the pool. Early returns add to that gap, since the replacement process runs through the same offer list and Civil Services Board route that takes months to complete.

The repatriation was approved by the Competent Authority on the proposal of the Department of Animal Husbandry and Dairying. Reddy reverts to the Tamil Nadu cadre.
