Dilip Kumar, IAS (Punjab: 1995), has been appointed Secretary, Department of Land Resources, in the Ministry of Rural Development. He was Director General (Training) in the Ministry of Skill Development and Entrepreneurship.

The Department of Land Resources administers the Digital India Land Records Modernization Programme, which digitises land records, and the watershed development component of the Pradhan Mantri Krishi Sinchayee Yojana. Land titling and record accuracy are subjects on which states do most of the work and the Centre sets the programme framework.

Kumar is a 1995-batch officer of the Punjab cadre. His most recent posting, Director General (Training), placed him at the head of the Directorate General of Training, which sits under the skill development ministry and oversees industrial training institutes and apprenticeship schemes.

The post he is taking up was held by Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, who has been appointed Secretary in the Ministry of Environment, Forest and Climate Change.

The appointment moves a 1995-batch officer into a Secretary-level post in the Government of India.
