Punjab Shifts Three IAS Officers

Punjab has transferred three IAS officers, with Anurag Verma, of the 1993 batch, posted as Additional Chief Secretary, Agriculture and Farmers' Welfare, according to the order.

The postings cover Additional Chief Secretary and Administrative Secretary-level charges, the senior tiers of Punjab's state secretariat responsible for departmental policy and budget execution, spanning revenue, agriculture and infrastructure-linked portfolios in this order, three departments that together account for a substantial share of the state's annual budget and administrative attention.

Jaspreet Talwar, 1995 batch, has been posted as Additional Chief Secretary-cum-Financial Commissioner, Revenue, Rehabilitation and Disaster Management, and will additionally hold charge of Additional Chief Secretary, Mines and Geology, and Additional Chief Secretary, Justice, consolidating four distinct portfolios under a single senior officer, an unusually broad combination even by the standards of smaller-state secretariat postings.

Arshdeep Singh Thind, 2004 batch, has been posted as Administrative Secretary, Rural Development and Panchayats, and will additionally hold charge of Administrative Secretary, Planning, and Administrative Secretary, Horticulture, placing a comparatively mid-career officer in charge of three separate departments simultaneously.

The concentration of multiple portfolios under both Talwar and Thind reflects a staffing pattern common in smaller states like Punjab, where secretariat vacancies are frequently covered through additional charge rather than fresh appointments, placing several related departments under officers already carrying a primary charge, a practice that keeps the secretariat functioning without requiring the state to expand its senior officer strength.
