Speculation is rife in Maharashtra’s power sector circles that senior IAS officer Bhushan Gagarani may take over as Chairman of the Maharashtra Electricity Regulatory Commission (MERC) in the coming months. Gagarani, a 1990 batch IAS officer, has held several key assignments and is seen as a seasoned hand in handling complex regulatory and administrative matters
