Manoj Kumar Dwivedi Named Chairperson of New Delhi Municipal Council

Manoj Kumar Dwivedi, a 1997-batch IAS officer of the AGMUT cadre, has been appointed Chairperson of the New Delhi Municipal Council, the Delhi government announced Wednesday. The appointment followed his repatriation to the parent cadre earlier the same day, a sequencing that allowed him to take charge of the civic body without a gap.

The NDMC Chairperson runs the civic body responsible for the Lutyens' Delhi zone, covering Parliament House, the central secretariat, and the diplomatic enclave. Unlike the Municipal Corporation of Delhi, the NDMC is a nominated body rather than an elected one, and its Chairperson answers directly to the Ministry of Home Affairs and the Delhi government on civic administration in the capital's most closely watched and most heavily secured municipal area. The council also runs its own schools, hospitals, and markets within its jurisdiction, giving the Chairperson a wide administrative remit beyond routine civic services.

Dwivedi comes to the post from a stint as Additional Secretary in the Department of Personnel and Training, under the Ministry of Personnel, Public Grievances and Pensions, where he handled matters concerning the recruitment and service conditions of central government employees. Over nearly three decades in the AGMUT cadre, he has held postings across Delhi's administrative apparatus and at the Centre, giving him familiarity with both the city's civic machinery and the central bureaucracy that oversees it. Officers who move between DoPT and Delhi's civic bodies typically carry strong administrative process knowledge, since personnel policy work demands close attention to service rules and procedural compliance.

His previous assignment at DoPT placed him at the center of personnel policy for the entire central government workforce, a role that required coordination across ministries on postings, promotions, and disciplinary matters. He held that post until his repatriation this week, a move that came at the request of the Delhi government to free him for the NDMC assignment.

The move places an officer with central personnel experience at the head of a civic body that regularly negotiates jurisdictional and funding questions with the Centre. NDMC Chairperson appointments are typically read as a signal of the government's priorities for the capital's core administrative zone, and Dwivedi's background in personnel policy suggests continuity in how the council manages its own staffing and internal administration, an area where NDMC has periodically faced friction with employee unions over pay parity with Delhi government staff.

The NDMC oversees civic services, including sanitation, roads, and public health, for an area that houses Parliament House, the Rashtrapati Bhavan complex, and most central government offices. Dwivedi will need to manage the council's long-running disputes over property tax collection from central government buildings, many of which have contested assessments for years, and continue infrastructure upgrades in a zone that hosts near-constant VIP movement and security requirements that complicate even routine road and drainage work.

The appointment and the repatriation order were both issued Wednesday. Dwivedi assumes charge with immediate effect.
