Balamurugan D, an IAS officer of the Bihar cadre from the 2005 batch, has been appointed Minister (Agriculture) at the Embassy of India, Rome, on deputation under the Department of Agriculture and Farmers Welfare. He currently serves as Joint Secretary in the Ministry of Corporate Affairs.

The post is a Joint Secretary-level foreign assignment based in Rome, home to the UN Food and Agriculture Organization, the World Food Programme, and the International Fund for Agricultural Development. India's Minister (Agriculture) in Rome represents the country's positions across these bodies while also managing bilateral agricultural trade and cooperation matters with Italy, making it one of the more institutionally dense agricultural postings in India's diplomatic network, requiring the officer to juggle multilateral food-security diplomacy alongside routine bilateral commercial work.

Balamurugan's move from corporate affairs to agricultural diplomacy marks a shift in portfolio, though officers from the Bihar cadre often carry direct field experience with agrarian administration from district and state-level postings earlier in their careers, since Bihar remains a predominantly agrarian state where district officers routinely handle land records, crop insurance, and farm credit matters. His most recent assignment in the Ministry of Corporate Affairs involved corporate governance and regulatory matters unrelated to agriculture, making this an unusual lateral move even by the standards of the Central Staffing Scheme's broad postings.

At the Ministry of Corporate Affairs, he held Joint Secretary-level responsibilities connected to corporate regulation prior to this appointment, a portfolio focused on compliance and governance frameworks for registered companies rather than agricultural policy.

His posting to Rome comes as India engages with the FAO and allied bodies on food security and agricultural trade issues, including debates over public stockholding for food security that India has long pushed at the WTO in parallel with its FAO engagement, and discussions on sustainable agricultural practices that Rome-based bodies have increasingly prioritised. The Rome mission serves as a key node connecting India's domestic agricultural policy with these multilateral discussions.

Balamurugan will be expected to represent India's positions at FAO Council sessions and related agricultural bodies, at a posting that also requires managing bilateral cooperation with Italy on agricultural technology and trade, an area of growing interest as India seeks to diversify agricultural export markets in Europe beyond its traditional trading partners.
